Anyone know who does this and if there is a specific tolex to use as far as texture, color, etc?

A lot of people do it. Try Hoffman Amplifiers or rearch "amp re-covering" on the net.
The new Sunn Tolex Fender used might still be available, though I hear it's been discontinued.
One can re-cover cabinets themselves, but it's not easy.
